Recycling Synergy: The Future of the Scrap and Vehicle Dismantling Sectors on the Path to a Fully Circular Economy in an Era of Legislative and Administrative Challenges
7 October 2026, Poznań, MTP, Hall 5A, stage
10:30 – 11:30
Readiness for change: Legal and operational aspects of implementing the DIWASS system in a recycling company
The DIWASS system represents a practical change in the way international waste shipments are managed — from document flow, through communication between process participants, to the organisation of internal procedures within recycling companies. It forms part of a broader, international digital transformation that will require not only an understanding of the new regulations, but also the adaptation of day-to-day operational and logistical work, as well as compliance monitoring.
During the panel discussion, we will discuss how to prepare a company for this change: which processes to analyse, which risks to consider, which obligations to organise, and how to use digitalisation to enhance the safety and efficiency of cross-border waste shipments.
11:45 – 12:45
ELV reform: Is the new EU regulation a revolution or an evolution for Polish dismantling centres and the scrap metal industry?
The new EU regulation on end-of-life vehicles (ELV) is a topic that will dominate the recycling industry in the near future. During this debate, we will analyse whether the new regulations represent merely an evolution of existing rules or a fundamental revolution for Polish businesses.
We will discuss: What are the key differences between the current directive and the new regulation; what new obligations await Polish companies; and the role of secondary raw materials in light of the requirements regarding the content of recycled materials in new vehicles and the achievement of the required recovery rates.
Take part in the panel and gain insights from the experts’ practical experience to safely implement the new legislative requirements in your business.
13:00 – 14:00
Recycling on hold: How are protracted administrative proceedings and a strict system of penalties hampering the development of the scrap metal industry?
Does the Polish administrative system support or hinder the development of the circular economy? During this debate, we will analyse the mechanisms that are slowing down the transformation of the scrap metal industry and threatening companies’ operational liquidity. We will be discussing the following topics: How does the protracted nature of permit application procedures affect investment and the competitiveness of businesses? Does the current sanctions model serve an educational purpose, or has it merely become a tool for financial oppression? How can a company’s development strategy be formulated in the face of unpredictable and rigorous inspections?
